MBS-billed Paediatric Respiratory Clinic referrals

The Medicare Benefits Schedule (MBS)-billed Paediatric Respiratory Clinic will open from 1 July 2018.

The clinic is a new service for children requiring specialist assessment and management of breathing problems such as:

  • asthma
  • chronic cough
  • recurrent respiratory tract infections
  • wheezing
  • breathlessness
  • breathing difficulties during exercise
  • chronic respiratory conditions.

The new clinic aims to give children access to comprehensive specialist care, closer to home. 

About MBS-billing

MBS-billing means the hospital can bill Medicare if it receives a referral to a named specialist.

There is no cost to the patient for these appointments. Fees received from Medicare help the hospital provide additional services and equipment.

The patient’s parent or guardian will be asked to sign a Medicare assignment of benefit form after their appointment.

Patients can still receive this service at no cost if they do not agree to the hospital billing Medicare. This means, however, that the hospital does not receive Medicare funding.


For a referral to be eligible for MBS-billing:

  • the patient must be Medicare eligible
  • it must be addressed to a named specialist.

Referral criteria

Children aged 0 to 15 years inclusive with breathing difficulties, such as:

  • asthma or other chronic respiratory conditions
  • chronic cough, wheezing or breathlessness (including exercise induced symptoms), stridor or tachypnoea
  • recurrent respiratory tract infections
  • chest wall problems.

The clinic can also perform basic lung function assessment and interpretation in children ≥4 years old:

  • spirometry +/- bronchodilator
  • Forced Oscillation Technique (FOT)
  • Fraction of Exhaled Nitric Oxide (FENO).


  • Non-respiratory issues, including paediatric sleep problems.

Referral instructions

Referrals to the clinic must follow the process below.

  1. Complete the WA Health paediatric referral form template (external site) or the template found within your practice software.
  2. The referral must include the following:
    Specialty: MBS-billed Paediatric Respiratory
    Name of specialist: Dr Steve Oo
    Site: Fiona Stanley Hospital (FSH)
  3. Send referral to the Central Referral Service (CRS) (external site) by one of the following methods. Secure messaging is preferred.

    Post: Central Referral Service, PO Box 3462, Midland WA 6056
  4. Print and give the patient the MBS-billed Paediatric Respiratory Clinic patient information page and inform the parent/guardian that:
  • after the appointment, the child’s parent or guardian will be asked to sign a Medicare assignment of benefit form
  • there is no cost to them for the appointment
  • the patient will be seen privately
  • the hospital bills Medicare
  • all Medicare revenue goes to the hospital.

Follow up

Referring doctors will receive a letter describing the outcome of their patient’s assessment.

Patients who do not require ongoing appointments will either be referred back to their GP or appropriately triaged to a routine, generalist clinic.
